وأمام تصلب وفد الحوثيين وصالح عند النقاط الأولية للمشاورات ورفضهم الموافقة حتى على جدول أعمال المشاورات أو الإطار العام الذي تقدم به ولد الشيخ ورفضهم، حتى اللحظة، الإقرار بالمرجعيات التي تتم على أساسها المشاورات، فإن المبعوث الأممي وسفراء الدول الراعية للسلام في اليمن يتجهون لمواصلة الضغط على وفد الحكومة الشرعية الذي يعتبرونه "الجانب الرخو" القابل للضغط كونه أبدى خلال الفترة الماضية تجاوباً ملموساً وقدم الكثير من الرؤى ووافق على كل ما طرحه المبعوث الأممي “لأنه يتعاطى بمسؤولية عالية تجاه الشعب وجاد في السعي لإنجاح المشاورات”- حسب ما ورد في أكثر من تصريح لمسؤولين في الوفد الحكومي.

يبدي المبعوث الأممي اسماعيل ولد الشيخ حرصاً كبيراً على أن لا تتسرب هذه الرؤية للإعلام قبل أن تبدي الوفود رأيهم حولها، وهذا ما يجعلها مبعث الريبة، إذ أنه لا مبرر لإحاطتها بهذا الحجم من التكتم والسرية مادامت مطروحة من جهة اعتبارية بحجم الأمم المتحدة.ويذهب مراقبون للمشاورات تحدث إليهم المصدر أونلاين إلى أن هذا التكتم ناتج عن كون هذه الرؤية تنسف الرؤية التي قدمها ولد الشيخ في وقت سابق بعنوان “خارطة طريق لإنهاء الصراع في اليمن” وتضمنت تقسيم اليمن إلى ثلاث مناطق جغرافية “أ، ب، ج” يتم تنفيذ عملية سحب السلاح وانسحاب المليشيات منها بالتوالي قبل الدخول في الترتيبات السياسية المتعلقة باستئناف الحوار والذهاب إلى انتخابات ينتج عنها سلطة شرعية منتخبة.. كما ويعد مضمون هذه الرؤية تجاوزاً للقرار الأممي ٢٢١٦ كواحد من أهم المرجعيات التي ينبغي أن تسير المشاورات على أساسها.
